Dice bell peppers and place them in a large mixing bowl.
Drain corn and black beans, place them in the large mixing bowl with the bell peppers.
Dice onions and add them to the bowl.
Chop cilantro, add to the mixing bowl.
Add the minced garlic, olive oil, lime juice, red wine vinegar, salt, and pepper to the bowl, then mix it all together really well.
Taste it to see if it has enough salt. If it does, cover with a towel and let sit at room temperature for 30 minutes.
